The problem was with postgres. Our db guy said that it had something to do with a library not compiled into postgres that returns the current size of the database after problems trying to patch and recompile our verson of postgres to use this library he instead compiled in a function so that the call to get the size will always return 1. This worked and bacula-web now runs although some parts of it return errors.
