I would recommend that you setup a "dummy" Bacula on another machine and run 
through the "Brief Tutorial" chapter of the manual.  It may not provide all 
your answers, but it should give you a good idea what the above message means 
in detail.  

The interaction with retention and recycling is a bit more complex, but also 
explained in the manual in several chapters with examples ...
