I have a RHEL4(es4u1) system with a QLogic 2342 HBA. After attaching the Scalar (moving from file-based backups to tape-based) I can see and write to both tape drives, with Bacula. Unfortunately, I can not see or control the robotic arm in the auto-changer. Any ideas?

Sure :-)

How did you look for the changer device?
Does 'cat /proc/scsi/scsi' report the changer device?
If it does, you only need to find the corresponding generic scsi device which can simply be done by counting the reported devices, starting with 0. The number you have at the changer device is what you need for /dev/sgX does /dev/sgX exist, or is the correspnding device node generated by whatever RedHat uses for device handling? (HAL or udev or devfs or ...)
If you have a device node, try tapeinfo, then mtx with that node.

Usually, that should work - after all, the FC devices are handled by the SCSI drivers.

If that doesn't help, you should check the system log files and kernel ring buffer for relevant information. And, of course, always make sure the Autochanger is actually connected to the FC loop.

PS - I am running Bacula 1.36.3
