Nothing *needs* /lib/tls otherwise 2.4 kernels with multi-threaded programs 
could not run.  If you don't want to read what the Bacula document says on 
this subject and at least try it, you *may* be missing one possible solution.   

If doing the above does not solve the problem, the only other possibility is 
that the watchdog thread is causing a deadlock. This is fixed in version 
1.37.
