Yes.
You select which jobs to restore (in your case, the complete contents of server a). When that is done, bacula asks for where (the path: /tmp/restore) and the client (where the data will go to (b-fd in your case, assuming you use "standard" naming conventions).

That's it, or should be at least.

The background in this case is, that I want to move server a to a new
hardware, but
server "a" should run on it's ip and with it's name.

Ok, I can do this with tar and scp and so on, but I thought, if I have such
a wonderful backup-system, I can use it for this ;-))))))

Good idea... although in such a "simple" case I would probably use rsync, scp, or tar...
