This is the approach I'd suggest, yes. It'll make more efficient use of
tapes to have a single Pool for each level. I actually combine
Differentials and Incrementals into a single pool, but that's because
I'm short on tapes.

No, this isn't a problem. It may initially ask for the incomplete
volume, but it'll accept any mounted volume from the correct Pool. And
you can always use Maximum Volume Jobs or Volume Use Duration on your
Full tapes, or even just manually mark the incompletely used tape as Used.
