It should do what you want, if you've got the retention times correct.
It works for single drives but NOT for changers.
I've had this directive enabled for a _Long_ time and Bacula still insists
on trying to load a particular tape not in the changer instead of grabbing
an available pool tape which is already in the changer.
1.36.3 here at the moment, but same behaviour on previous versions.
