Why not just set it to use a single pool of 10 tapes and run a backup every weekday night? If you put the tapes in in order, you'll use tapes 1-5 the first week, then 6-10 the next week, then 1-5 again... If you hit a public holiday then you can either mess around with purging volumes or just let the rotation skew by one day (e.g. tapes 10 and 1-4 one week, then 5-9 the next). I don't understand why you *MUST* use alternate sets of 5 tapes each week... bacula will keep a database record of which tapes were used when, so you really don't need to concern yourself about the rotation at all!
