I was actually thinking the same thing what you pointed out, but I followed the example that was given in "Using Pools to Manage Volume" http://www.bacula.org/rel-manual/Using_Pools_Manage_Volumes.html. If you see the example there, you'll notice that I did somewhat similar to what it did and the Maximum volume jobs is set to 1.
May be I am confused...
