You don't.
If I understand you correctly, you want to backup first to disk, and
when there are, for example, more than three jobs per client move the
older ones to tape, right?
This is not currently possible with bacula, although you can set up
something using external scripts.
Now the good news.
Migration is something that will be implemented in bacula when things go
according to Kerns ideas.
Pool to pool migration has been discussed on the developer mailing list
during he last few days, and I got the impression that the people
invloved in that discussion (including Kern) reached some sort of
consensus how that should work.
Now you only need someone to implement it :-)
