Yes, and no.  If you put a few excludes in a few places on a few servers (or 
clients) you might be able to keep track of them.  But if you get down the 
road, and the files multiply, then directory use changes and the exclude 
files don't get updated, the chance of something important not getting backed 
up is increased.  Also, a new admin coming in would have to find the exclude 
files on each server, as opposed to looking through the config files.  So, 
having a central config files keeps the documentation in one directory.

But, I suppose, as a compromise, something like was mentioned in another 
e-mail could be implemented: directives to honor or ignore local config 
and/or exclude files.
