If I read this correctly (p 246 of the doc):
 
Automatic recycling of Volumes is performed by Bacula only when it wants a new Volume and no appendable Volumes are available in the Pool. It will then search the Pool for any Volumes with the Recycle tag set and whose Volume Status is Full.
 
it means that Bacula will continue to write to a volume that is already flagged as "recycle" until it is full, and only then will it actually recycle and purge that volume. Will Bacula not purge and recycle a volume before it is full?
