That depends on what you mean by Outlook supports VSS.  As far as I know 
Outlook is not a "database" program, though it reads mail files and probably 
stores them in its own database format.  What I mean is that when it changes 
something, it writes it to disk.  In that case, VSS will capture the Outlook 
files quite well.
