So to specify the path you need to include for example in your case your path [/usr/local/bin/mysql]in the ./configure
-with-mysql=/usr/local/bin/mysql?
Is that how you specify the path?

It looks like mysql is not on your path.
For me:
$ which mysql
/usr/local/bin/mysql
