Well, since this machine is a domain controller, there are no local
accounts. The only way to be logged on as Administrator is to be logged

As usual, Microsoft seems to have complicated things even more with every
release, and if your files that cannot be backed up participate in the
Active
Directory, then you may need to run Bacula under a Domain Admin userid

With AD the scenario almost the same as with Samba. You have to have
permissions at samba/AD level and sufficient permissions at filesystem
level too.
The bacula service is running as SYSTEM. The SYSTEM (pseudo-)account
has permission to read the files I'd like to back up. In fact, the
SYSTEM account has Full Control over the files I'd like to back up. But
for some reason, the bacula service cannot read the files I'd like to
back up.
I'm turning on some of the Windows filesystem auditing options to see if
that gives me more information.
Or move the user who runs bacula into the Domain Admins group.
This seems like a step backwards. The Domain Administrators group does
not have permission to read the files I'd like to back up. It might be
problematic to grant them group permission to read those files - they
are user profiles, and Windows is picky about file permissions on user
profiles.
