This is necessary because bacula will not overwrite a tape unless it knows it can do so. This knowledge comes from the tapes having a bacula label and being in the catalog in an available state. Labeled tapes from the test runs and an empty database results in bacula requesting new tapes, logically.
Now, apart from deleting the tape labels, you could also insert them into the catalog using the add command.

How can I unblock the device and append the Volume ?
During my tests, the Volume was automatically appended with the label command, which doesn't work now.
