This is why most linux distros moved to SysV-style rc.[N] startup scripts.
They take a bit of getting used to(*) but they do solve the problem quiet elegantly and there's no reason the concept can't be used on BSDish systems.
(*) I originally hated them, but they're a lot simpler than they appear and save much hair-pulling when used correctly.
