Yes, you can go into the Services configuration dialog and re-configure the 
Bacula service to not interact with the desktop.  If I am mistaken, it will 
still run correctly, but the user will not get the tray icon and thus will 
not be able to terminate the service, unless he knows how to use command line 
arguments ... (e.g. /bin/bacula/bacula-fd --kill or some such option will 
still cause the active service to stop -- I forget the exact option).
