1.37 is already available. 1.37 is the development version. You get it via cvs from sourceforge.
That said, your question might fit better into the developers list.
1.38 might be available sometime this summer (on the northern hemisphere).
Kern did not, to my knowledge, give any fixed date, and I guess he knows why.
