Unfortunately, nothing that will help you immediately. But some hints:
Try using 1.36.2 - the problem you experience might already be solved, and the configuration is completely portable.
Try running the storage daemon and the director with debug output activated.
Try finding out how NetBSD handles the EOFs on tape - does it position the tape before or after them, and how does it handle two consecutive EOFs / EOD.
And, finally, if nobody can help you here, report this at bugs.bacula.org. You might want to look at the (few) reported OpenBSD bugs.
