Bacula really should notice that a wanted tape is already in drive X and 
use that. It should also look for empty drives when a pool tape is 
needed but isn't currently mounted

The situation here is that I have 7 pools, 7 LTO5 drives, but Bacula 
keeps taking tapes in/out of drive 0-2 because the pools are never all 
active at once,

The problem with doing that is that I end up with several tapes being 
appended in one pool.

As I close tapes after a week regardless of how much is on them this can 
lead to a lot of wastage given we're only managing to regularly fill 
tapes in one of the pools at the moment (1.5Tb raw tape capacity)
