Well, it *is* now fixed.  It took me a few tries.  Windows is always such a 
pain ...

However, to get the installer to build, you will need to trump up a docs 
manual/bacula.pdf and a manual/bacula/...  as is present in the Branch-2.2 
docs directory.  I have not yet updated the installer to correspond to the 
new manual layout ...
