Because Unity is a new user interface and Ubuntu is trying to reach out to new users, it is very important that users can get help when they need it. Unity ships with good user interface documentation, much of which comes from the massive GNOME 3 documentation rewrite and is significantly better than what shipped in Ubuntu 10.10 and earlier.
Previous Ubuntu releases had Help as one of the very few default launcher items in the panel. It's a regression that Help is not also bookmarked in the Unity interface. User Interface Freeze is coming up this week.
