Bug 40872 <https://bugs.launchpad.net/nautilus/+bug/40872> (Desktop icons
are allowed to overlap) is a real UX problem.

I help and teach an old man using his computer. He never understood (and
probably never will) how to use Nautilus and what the difference between a
file and a folder is. When he creates a new document he saves it always on
the desktop (don't know how to use 'save as' → the folder part is confusing
him). With the time his desktop got messed up with a lot of files
overlapping each other ~100 files. Thats not how it should be.
A user should always be able to see his (new) files on the desktop.

If there is no space left, warn the user and propose something like - put
old files in an 'old files' folder on the desktop → to get some free space.
Its not ideal, but better than overlapping and seeing
