Only time I could image you would want something unmounted and powered down would be with a hard drive. Ssd will eventually fix that, of course thats a way off... The os already lowers power to usb devices with out need for it. (usb spec.). If the os completely powered the device down, i'm not sure if it would be able able to remount it. Example, usb powered hdd.
