All the app needs is an minimize icon/close icon. The rest of the design is up to the app designer, who could can push app info into the status bar or pull in a volume indicator as needed. An easy way to do this of course is a good thing and maybe thats what this is trying to achieve, however apps shouldn't be forced into a shape not necessary.
