I think it makes more sense to restrict the usage of a download indicator to specific "I want to save this file here" request. This is not the case for an update, the download is simply part of the process and later access to the file is not required. In fact, I configure Synaptic to delete the file after installation. If we start putting everything that involves downloading in the indicator, where do we draw the line?
