Although most people who complain about this do because it doesn't fit into their fancy theme, there is a much better reason for it: accessibility. Some people get *blinded* by hard contrasts (like the black & white that the current notifications use), while other bad-sighted people might actually *need* such a contrast (maybe even more). That's why there are high-contrast & low-contrast accessibility themes.
