[avr-gcc-list] What is the recommended way to supply specs to add device support?

Suppose an installation of avr-gcc with device-specs folder installed in a 
read-only path.  What's the recommended way to supply support to, say, device 
'mydev'?  Using -B to add a local directory containing the spec files?
