I am not sure anyone has put any work into embedding TC3.3 into Phoenix, 
however it may be an idea to try the reverse. Actually embedd Phoenix into a 
servlet / web application.

See org.apache.avalon.phoenix.frontends.PhoenixServlet for an example of 
embedding phoenix in a servlet.  It should work fine though you may have to 
include the jar files for block in the web apps lib path - not sure? Eung-ju 
is this correct?.
