Thats why you have the <available/> task. Core Ant can easily do everything that is needed - maybe a little more verbose but can't see a good reason to justify external dependencies.
Yes, Ant can do basically everything that is needed. In fact Centiepde is written more than 90% in Ant scripts. Guess we don't need to change build system after all... ;-)
