AC_PROG_LIBTOOL vs AM_PROG_LIBTOOL

Is there a difference between using AC_PROG_LIBTOOL and
AM_PROG_LIBTOOL?  I see both defined in the manual as synonymous, but
I may not be looking at the right place in the manual.
