I think that currently automake will install depcomp in every
situation where it is really required. If there is a bug here I am

It is vitally important that each bug like this be isolated and
reported as soon as possible. Automake is in bug-fix mode for the
next release. We want to fix as many of these problems as we can
before releasing it to a wider audience.
