INSTALL_HEADER override

My INSTALL_HEADER override recently stopped working because the
configure.ac AC_SUBST for INSTALL_HEADER doesn't show up in the
Makefile.in's anymore (filtered out?).  Only the default setting
of INSTALL_HEADER = $(INSTALL_DATA) can be found.
