Is this "mere aggregation", though?  My reasoning is that as soon as
autoconf sucks in the macro definitions, it does TWO things
simultaneously:
* Invokes the macro's licence exception
* Creates a derived work.

Now if you were to modify the macro (to fix a bug, to add a feature,
whatever), maybe then things change.
