You don't mention your platform, but there is a known incompatibility
of Autoconf 2.54 with traditional Unix make in that area.  Please see:

This problem should be fixed in the next version of Autoconf.  To work
around the problem in the meantime, you can use GNU make (e.g.,
"gmake" on Solaris 8 or later).
