where can I find "acmkdir" utility?

Well, the subject says it all.  I'm trying to learn to use the
autotools, but the mysterious "acmkdir" utility is nowhere to be
found.  I've downloaded autoconf, automake, and libtool.

Does anyone know where I can find acmkdir?
