They are configure-time options in programs that use Autoconf, and nowadays that may be most programs. But *requiring* these options in the configure spec is still a change, and it might require changes in some programs. It is not a very big or painful change, though, so I think I should do something of that kind, once we work out the precise details. Eliminating the possibility of specifying them at make time would be a bigger change and an incompatible one. I think we agree we should not do that, but we should encourage people to specify these arguments at configure time instead of make time.
