Yes, but only to the point where exec_prefix applies. The documentation
clearly states that is is not to be used for architecture independent
files and indeed I've never seen anyone use it for anything sharable.
$(DESTDIR) in *BSD applies to every installation location.

Perhaps my deep familiarity with the various incarnations of the *BSD
system build tools has left me without enough knowledge of where to
start in explaining this to someone else without first explaining the
entire *BSD build system....
