It's a syntax warning. We have the same warning when the package has
both AM_INIT_PACKAGE and AC_ARG_PROGRAM. I have no strong opinion one
this issue.
I like that autoconf says something useless of bizarre is going on
here. And `syntax' seems to be the natural choice.
