wget ftp://ftp.gnu.org/gnu/GNUinfo/make-stds.texi
gives me make-stds.texi which is 36362 bytes long. This is the same what
"dir" shows on the GNU server. This file has UNIX line endings only.

Lynx is also screwed. Looks like they try to determine the mime-type,
determine that it's x-texinfo and add DOS line endings. But my wget is
sane, maybe because it's old, version 1.5.3

It's rather a bug somewhere in the MIME settings.
Try forcing wget into the binary mode.
