The NTP project is using an "older" version of the CVS autoconf.

One of the differences between the newer and older versions of autoconf is
"how do you specify the list of members to AC_CHECK_MEMBERS?"

Since I have not found a way to tell the various people who work on autoconf 
that a particular date or tag of the autoconf tree is what they have to use, 
I simply keep a tarball around of the version I am using and hand it out
as-needed.

I don't have enough time to track when a particular instantiation of the
autoconf tree is usable and since I have to change a few places in ntp's
configure.in whenever I roll back/roll forward (AC_CHECK_MEMBERS and
something else), I leave it alone.

If/when autoconf starts providing useful version numbers and ways to get a
particular version of autoconf I'll be able to be more accomodating.

Until then I simply can't afford the time to change versions of autoconf all 
that often.
