Ahh but it does AC_REQUIRE it in several places:

./m4/ccstdc.m4:dnl Force this before AC_PROG_CPP. Some cpp's, eg on
HPUX, require

./m4/depend.m4:AC_REQUIRE([AC_PROG_CC])

Perhaps the most comprehensive solution is for AC_PROG_CPP to require
AC_PROG_CC.
