In CVS Autoconf, the Makefile which gets created by configure when configuring Autoconf itself, results in a Makefile which does not provide a definition for the environment variable AMTAR. This is part of the dist: target. As a result, the distribution is not complete. I discovered this when doing a 'make dist' for the autoconf package (no, it is not going on my ftp site).
