Too strict rules on what an acceptable patch is (what it contains and
where it is posted) slows down the evolution of Autoconf.  I see the
point for significant patches with new content, but for "typo fixes" I'd
rather assume you just applied them as they came in and ignored missing
changelog entries - you could mention the problem in the commit message,
but having it in the ChangeLog wouldn't be necessary - unless there are
credit issues involved?
