Yes, this can happen.
Example:
* a package might contain machine dependent files which are only useable
on certain systems, but do not require a C-Compiler (e.g. a package
might provide a set of /bin/sh -scripts, VMS-command scripts and DOS
command.com-scripts).

This is only partially true.
They also tune configuration stuff, primarily in packages, which are not
fully ported to autoconf, or in cases where applying autoconf means is
not possible (e.g. asm-sources which are only implemented for a subset
of all possible targets, therefore the information provided by means of
canonicalization can be applied to implicitly disable/enable package
features).
