Of course. I see lots of defines and defun. configure.in and elisp
and Emacs C all have both.
(BTW: Regarding your previous comment about the meaning of "Emacs
maintainer", I use the word Emacs to mean any descendant of Gosling
Emacs. rms uses this word differently - for him "GNU Emacs" is _more_
general than "Emacs".)
