Hi Mike, Thank for trying to follow the guidance we previously sent! What you said is correct — compound adjectives are hyphenated when appearing before the noun. CMOS treats adverbs ending with -ly differently — that is, no hyphen whether appearing before or after the noun. We removed the hyphen from “fully qualified” for this reason. If you feel strongly about using the hyphen in this case, please let us know.
