For context, MAX is a Russian state-mandated clone/fork of Telegram.[1][2] I think one of the advertized superiorities was reception in parking lots or something, hence the comments meming over parking lots. Thus, I suspect that this is misguided grassroots action from Russian users instead of a coordinated effort.
