What I'm arguing here essentially is that building on the previous change of https://lists.projectatomic.io/projectatomic-archives/atomic-devel/2016-August/msg00054.html Atomic Host should now be thought of more as a *general purpose* system - albeit with a focus on containers. Not only a kube node. Given that, I think we really want to have the same support as the baseline yum managed systems for locales. The downside is it's another 100MB, but that's on-disk uncompressed. I still need to investigate whether static deltas will help for transfers.
